Only 28.3% of shoppers will use credit this year compared to 31.5% a year ago.<br /> <br /> "Paying with cash is the best way to add a safety brake during holiday shopping. Studies show that consumers typically spend 12% to 18% less when we use cash for payment. Counting out and handing over cash is a sobering reminder of how much items really cost. That's been confirmed by three different health studies.<br />
<br />
<ul>
    <li>Johns Hopkins School of Medicine found that <a href="http://www.courant.com/health/chi-tc-health-consumer-1111nov15,0,6566459.story">uninsured children who are hospitalized are 60%</a> more likely to die.</li>
</ul>
<ul>
    <li>Harvard University found that large numbers of uninsured adults have chronic illnesses that are undiagnosed and under-treated, which means they are not getting treatments that could prevent strokes, heart attacks, amputations and kidney failure.</li>

This is just   <span style="float: left; margin-right: 10px; margin-top: 7px;"><script> digg_url = 'http://digg.com/health/Mythbuster_No_jail_time_for_uninsured'; </script> <script src=" http://digg.com/api/diggthis.js"></script></span>  another scare tactic to prevent health insurance reform. <br /> <br /> While it's true there are penalties for those who choose not to get insurance, that penalty is 2.5% of one's income and the penalties will be collected by the IRS. Jail time is not likely. In fact criminal prosecutions by the IRS are rare. Of 156 million individual tax returns filed in 2008, only 100 resulted in criminal prosecutions for those who willfully defrauded the system. The penalty will only impact those who are wealthy enough to pay for insurance and choose not to pay. <br />

Dodd proposes a strong Consumer Financial Protection Agency whose sole job will be to protect American consumers from fraud and abuse. He wants to be sure people get the clear information they need on loans and other financial products from credit card companies, mortgage brokers, banks and others. <br />
<br />

Fannie Mae announced a new program recently that will allow you to stay in your home as a renter if you hand back the deed to the lender. <br />

This new "<a href="http://www.fanniemae.com/newsreleases/2009/4844.jhtml;jsessionid=4ZMBMFGNDUUQHJ2FECHSFGI?p=Media&amp;s=News+Releases">Deed for Lease Program</a>" will allow families to stay in their home rather than being displaced. Unemployment is hovering near 10% with no clear signs of falling. <br /> <br /> Homeowners' previous piggy bank -- home equity -- is no longer available for spending. Even if people still hold a job, many are worried that their jobs are at risk and won't spend except for necessities.<br /> <br /> People, afraid for their future also <a href="http://www.bea.gov/BRIEFRM/SAVING.HTM">changed their savings habits</a>. In the first quarter of 2008, before the recession took hold people saved about 1% of disposable income. By the second quarter of 2009 the savings rate soared to 5% of disposable income. The Consolidated Omnibus Budget Reconciliation Act may be a weird name for a bill about health insurance, but it's basically the law that requires companies to let people pay to remain on their group health insurance plans for at least 18 months.<br />
<br />
But that could end shortly. Congress passed the 65% subsidy as unemployment rose in this country, but it's due to expire Dec. 31. A bill to <a href="http://www.businessinsurance.com/article/20091030/NEWS/910309987">extend the subsidy</a> for a total of 15 months was introduced last week by Rep. Joe Sestak, D-Pa. Originally, the subsidy was available for nine months. <br />
The Pew Charitable Trust released "Still Waiting: 'Unfair or Deceptive' Credit Card Practices Continue as Americans Wait for New Reforms to Take Effect," which examines almost 400 credit cards advertisements by banks and credit unions offered in July 2009 and December 2008. The study found that 100% of the credit card companies continue practices that will be outlawed by the CARD Act. The lowest advertised interest rates have increased by more than 20% in the past year. You could still be stuck with thousands of dollars in health costs. <br />

Unfortunately, <a href="http://www.startribune.com/lifestyle/health/65911582.html">Mary Lloyd found out the hard way</a> when she and her husband signed up for a plan from Cinergy Health after seeing an ad that she could get health coverage for as little as $5 a day. She checked it out because her husband was set to retire, and health insurance was going to cost them $1,200 a month to continue his coverage. She got a quote for one plan that sounded good at $588, but was switched to a cheaper plan during the sales process when she did not get acceptance from the higher-priced plan. <br />
I get them regularly because someone who had my telephone number before me didn't pay her bills. Some of them just won't believe I'm telling them the truth that I'm not that person and just keep calling my number. I quickly report them and their number to the FTC. And my story is tame compared to the <a href="http://www.walletpop.com/blog/2009/09/17/did-collection-calls-contribute-to-floridians-death/">case brought by Dianne McLeod</a> in which she says her husband died because of credit collection calls.<br />
<br />
So why is that happening more often? The U.S. Government Accountability Office (GAO) just did a study on the Fair Debt Collection Practices Act and found that the <a href="http://www.gao.gov/cgi-bin/getrpt?GAO-09-748">Federal Trade Commission (FTC) has limited ability</a> "to address the concerns related to the adequacy of account information, collectors' use of modern technologies, and other issues that arise in an evolving marketplace." The GAO definitely thinks it's time to update the act.<br />
<br />
As the numbers of people who are late on their payments continue to rise, we're seeing the highest rate of past due accounts in 18 years, the GAO found. The TV talk show host Dr. Oz put a face on the uninsured with a recent episode focusing on the uninsured. He traveled to Houston with the help of 700 volunteers and the <a href="http://www.freeclinics.us/">National Association of Free Clinics</a> (NAFC) to run a free clinic that saw 2,000 uninsured patients in a single day. The NAFC has 1,200 free health clinics as members with six million volunteers nationwide including doctors, nurses and administrative staff.<br /> <br /> Many of those who joined the ranks of the uninsured in the past two years were people who had good paying jobs, but<a href="http://www.kff.org/uninsured/upload/7451-05.pdf"> lost them along with their health insurance</a> as unemployment climbs near 10%. The largest chunk of the uninsured are working families with incomes near or slightly above the poverty line for a family of four -- $22,025. The working poor make up two-thirds of the uninsured.<br /> <br /> COBRA, a federal law that mandates employers must continue to offer group insurance to people who lose their jobs as long as they pay for it, is often too expensive for the newly unemployed. September delinquency rates increased at five of the six top credit card companies when compared to August rates, according the <a href="http://www.lowcards.com">LowCards.com</a> CEO Bill Hardekopf. <br />
<br />
American Express is the only one of the top six credit card companies not experiencing an increase in delinquency rates. Its rates stayed the same, according to Hardekopf by email interview. What makes this credit card so special is that your name never appears on it. <br />
<br />
If the card is stolen the thief must know your pin number to use it. You can change your pin number as often as you like. This feature can greatly reduce credit card fraud.<br />
<br />
When using the card, you press Debit/ATM at check out rather than the credit button, because you will need to enter a pin number. <br />
<br />
Your ability to use this new card is limited to the <a href="https://www.revolutioncard.com/Website/where_to_use.aspx">stores currently accepting it</a>, but that does include some big names such as Barnes &amp; Noble, Bed Bath &amp; Beyond, Bloomingdale's, Office Depot, Publix, Rent-A-Center, T.J. Maxx, U-Haul International and <a href="https://www.revolutioncard.com/Website/where_to_use.aspx">about 50 others</a>. Earlier this month, interest rates on 30-year fixed-rate mortgages hit their lowest point since the spring, falling to 4.89 percent. Plenty of homeowners rushed to take advantage of those cheap rates with mortgage applications climbing 18.2% week over week, according to <a href="http://www.mbaa.org/NewsandMedia/PressCenter/70556.htm">the Mortgage Bankers Association</a>. But last week rates were on the rise again. Last Friday, the rate on the average 30-year mortgage hit 5.32%, according to <a href="http://www.bankrate.com/">BankRate.com</a>. <br />

These proposed rules, if adopted, will take effect in February and represent the second stage of the Federal Reserve's implementation of the Credit CARD Act signed into law by President Obama in May.<br />

<br />
The latest increases involve just pennies if you look at only one ATM transaction, but the banks make billions given the volume of those transactions. In fact Bankrate.com estimates <a href="http://www.bankrate.com/finance/checking/atm-fees.aspx">banks rake in $2 billion per year </a>in ATM charges.<br />
<br />
Bankrate.com found that ATM surcharges are <a href="http://www.bankrate.com/brm/news/chk/chkstudy/20081027-ATM-fees-a1.asp">up almost 11% </a>over last year. In 2008 the average ATM charge for using another bank's machine was $1.78. In 2009 the average went up to $1.97. That's only 19 cents per transaction and most people don't even notice it, but the banks are making out like bandits on their fees given the volume of ATM transactions everyday. <br />
<br />
In addition to this charge for using another bank's ATM, you'll also likely get charged by your own bank. So you're actually charged twice for one transaction. The average for the home bank's charges have also gone up. In 2008 they averaged $1.25, which is up to $1.46 in 2009.
